my hair is one to two inches past my shoulders and has layers, in the light my natural streaks of red shine bright, but not red enough to be considered a red head

I have the same color hair and when I've done highlights (I don't very often because I love my hair), I've gone red. Just be sure that you use a more auburn tone. When I've used lighter reds, they came out more orange than red.

I think you should get lighter blonde highlights, maybe a couple different shades of paler blonde?
