I want to bleach my hair platinum blonde?

my roots are coming through badly, my natural colour is like a mousy dark blonde, my hair is short. last time i went to the hairdressers and paid 70 quid, so i dont really wanna pay that again. can someone recommend me any home bleaching kits and give me a step by step walkthrough, like how long to leave it on, what toner i should use etc? please dont tell me not to use bleach cos its the only thing that will get it the white blonde i want. i had my hair bleached last and it was fine, i have it cut quite often so it grows out quick.
