I think the lighter your hair color is, the darker you look. If you want to look pale, darker hair colors would be best. So I'd pick the darker blonde.

i think the first, bit darker blonde would look better because like you said, blonde hair does kind of wash the face out a bit since you have fair skin. a blonder color like the second blonde picture would need more make-up/darker makeup to pull the hair off. i would recommend blonde highlights or the first blonde color, unless you're looking for a drastic change!
